This is an analysis of American public bureaucracy as a democratic institution. The theory and practice of public administration in the executive, legislative and judicial branches of government are examined. Decision-making in governmental bureaucracies is examined by viewing both the internal and external forces affecting public bureaucracies and their policies and structures. R, W1 (3 lecture hours)
